The principal objective of this program was to recompose and expand the tourism and leisure sectors’ potential, considering the existence of the sandbanks formed on seasonal beaches located in Palmas and National Porto, towns explored for purposes of tourism from June to August. The establishment of permanent beaches in both municipalities created conditions for the expansion of tourism potential, now with its banks bathed by the Powerplant lake. The beaches were designed and built with all the necessary infrastructure to ensure the quality of life and well-being of the population.

The new beaches of Graciosa and Porto Real have the necessary conditions for the practice of recreational activities, shows, and sports throughout the year. The lake also provided conditions for the implantation of new beaches, by public initiatives, such as that of Prata, ARNOS, Buritis, and Caju, located in Palmas, and Prainha do Cartódromo, located in Porto Nacional. In addition, a beach was created in Ipueiras and another in Brejinho de Nazaré, with the locations chosen by the municipalities, and the executive projects implemented by Investco.

The created beaches have become an ideal environment for water sports such as swimming, canoeing, sailing and triathlons, etc. In addition, on the beaches’ sand strip, the practice other sports like beach volleyball, footvolley and beach soccer.

Subprograms were implemented in this program. One of them, in partnership with the State Cultural Foundation, dealt with the Architectural, Historic, and Cultural Heritage Redemption of Porto Nacional. Another subprogram was consolidated through the São José Seminary reform and the Nossa Senhora das Mercês Church restoration, in Porto Nacional, the construction of the headquarters of the Environment and Tourism Agency (abbreviated in Portuguese as AMATUR) in Palmas, a work of a peculiar architecture and with regional characteristics, and the total remodeling of Balneário Ilha Verde, a place of leisure for families and tourists in Lajeado.
